Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/25/2019. GS-09: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Provide a copy of your last or most recent SF-50, “Notification of Personnel Action” to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one-year time-in-grade as required in the announcement. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one-year time-in-grade. In this instance, you should provide an additional SF-50 to clearly demonstrate one-year time-in-grade. Preferred Experience: Experience with SQL, Programming Language SAS, EDW, Microsoft Office, SharePoint, Salesforce, Power BI, Tableau.You may qualify based on your experience and/or education as described below: Specialized Experience:GS-09:Identifying and analyzing issues, and developing recommendations to resolve substantive in problems of staffing effectiveness and efficiency in a program or programs support setting; carrying out projects to improve the staffing efficiency and effectiveness of the organization study; complete reports and recommendations influence decisions by managers concerning the internal operations of the organizations. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. Note: Such education/coursework must demonstrate the knowledge, skills, and abilities necessary to do the work as described in the “How You Will Be Evaluated” section of the announcement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate level. Specialized Experience:GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Leadership (e.g., team lead, project lead, management) experience in informatics responsible for improving the quality, efficiency and effectiveness of health care by integrating clinical and information processes in a health care environment; Experience utilizing and training others in the use of an electronic health record system and associated clinical software to include conducting evaluations of clinical software needs. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (Transcripts required.) OR, Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond Ph.D. or equivalent doctoral degree as described above. GS-12: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyze regulatory requirements, customer needs, and management objectives to design information systems; Apply informatics techniques, processes, and technologies; Draft policies and SOPs to ensure compliance with computer security regulations, protocols, and practices; Provide informatics based review of plans for testing, training, hardware and support of research based informatics systems. You will be rated on the following Competencies for this position:
Clinical InformaticsCreative ThinkingDecision MakingInterpersonal Skills Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials.
