The Washington policy office, whose leadership ranks were dominated by Republicans, had, since Trump announced his candidacy in 2015, played a key role in adapting company rules for the Trump era — creating exceptions, for example, that allowed hate speech from a political leader so long as it was deemed “newsworthy.”
