Scout Pistol Bug (Old Bounty Hunter Trait)

Clearly in this clip, I have Bounty Hunter level 3. When I get a kill with the scout pistol the cooldown doesn't refresh at all. When I get the third kill with my blaster, you can clearly see that I do in fact have Bounty Hunter trait on. Also, on the bottom left it always shows what level your trait is.
Is it intentional that the scout pistol isn't refreshing from the trait?
