Mayor Justin Bibb announces pick for chief of innovation and technology

CLEVELAND, Ohio -- Cleveland Mayor Justin Bibb Thursday announced his selection of Froilan Roy C. Fernando as chief innovation and technology officer.

Fernando most recently worked in a leadership role for PNC Bank’s enterprise architecture team, and has worked in the IT field in various roles for over three decades, according to a news release.

At City Hall, Fernando will be tasked with managing “the development, execution and coordination of technology with the goal of transforming the user experience for both municipal functions and in everyday interactions with residents,” the release said.

One of Bibb’s major focuses as mayor is modernizing City Hall technology to help improve city services and streamline operations. To that end, he made the head of technology a cabinet-level position. Under the former administration, the top IT job was one rung lower and reported to the finance director.

Prior to PNC, Fernando worked on various IT projects for a variety of organizations, including Summa Health, where he worked on analytics, the Cleveland Clinic, where he worked on enterprise networking, and Deloitte, where he provided management consulting, according to the release.





Fernando has also led the implementation of enterprise resource planning projects at Fortune 500 companies. Such projects generally seek to overhaul and integrate an organization’s major day-to-day software systems, such as those that handle procurement and accounting.

Said Bibb in the release: “Roy is a passionate, experienced and results-driven IT professional who is highly skilled in both the technical and the organizational change aspects required for success...We are looking forward to having him on board as our CITO to innovate and expand the role of technology in delivering City services.”

Fernando attended high school in Mansfield, and graduated from Ohio University with a bachelor’s degree in computer science and mathematics. He has a master’s degree in management information systems from Case Western Reserve University.
