ISHPI Information Wins Protest of AmVet’s Cybersecurity Award

The US Department of Energy should cancel its award of a $46 million blanket purchase agreement for cybersecurity services to AmVet Technologies LLC and make a new award decision, according to a GAO decision released Tuesday.
Protester ISHPI Information Technologies Inc. showed that the award was unreasonable because AmVet proposed to use workers that didn’t satisfy minimum qualifications in the solicitation, the Government Accountability Office said.
Nothing in the record shows that AmVet included information in its bid to show that it would perform with personnel meeting the solicitation’s “stringent” educational and experience requirements, the GAO said.
