Following the failure of the UN GGE's last round of negotiations in 2017, the outcome of the discussions on the international regulation of cyberspace that resumed in September 2019 remains unpredictable. Meanwhile, the establishment of a second, larger groupâthe Open-ended Working Group (OEWG)âcould allow actors with diverging goals to influence and reshape the balances of power at work in cyberspace, by challenging existing norms and responsible behaviours standards, if necessary. At the same time, other international organisations (OECD, WEF) have started to position themselves on cybersecurity issues. Not to mention the rise of private initiatives conflicting with interstate processes, which will necessarily impact the position of State actors. Can the impact and progress of such initiatives be assessed? Are these somehow conflicting models and initiatives of national, supranational or private governance competing against one another? What consequences may this have on the stability and security of cyberspace?

AprĂšs lâĂ©chec du dernier cycle de nĂ©gociations du Groupe dâExperts Gouvernementaux (GGE) de lâONU en 2017, la reprise des travaux sur la rĂ©gulation internationale du cyberespace en septembre 2019 sâannonce incertaine. En parallĂšle du GGE, la constitution dâun second Ă composition plus large, lâOpen Ended Working Group, pourrait ĂȘtre lâoccasion, pour des acteurs aux objectifs divergents, dâinfluencer et de redessiner les rapports de forces dans le cyberespace, quitte Ă remettre en question les acquis en matiĂšre de normes et comportements responsables. Dâautre part, la multiplication dâinitiatives privĂ©es concurrentes de ces processus inter-Ă©tatiques influencera nĂ©cessairement le positionnement des acteurs Ă©tatiques. Dans le mĂȘme temps, d'autres organisations internationales commencent Ă se positionner sur les enjeux de cybersĂ©curitĂ© (OCDE, WEF...). Peut-on Ă©valuer les impacts et avancĂ©es concrĂštes de ces initiatives ? Ces modĂšles et initiatives parfois concurrents de gouvernance nationale, supranationale ou privĂ©e, jouent-ils les uns contre les autres ? Et avec quelles consĂ©quences sur la stabilitĂ© et la sĂ©curitĂ© du cyberespace ?
